North County and West Valley Issues

“The work we do at the County affects the daily lives of the people living here. I’m mindful of that with every decision I make."

  • Lehigh Hanson Cement Plant and Quarry -- Although the hills outside the City of Cupertino have been mined for limestone since the early 1900s, and the Lehigh cement plant operational since 1958, this heavy industry is now located adjacent to residential neighborhoods, creating ongoing environmental, health and safety challenges. When Supervisor Simitian returned to the Board of Supervisors in 2013, he pushed for increased oversight at Lehigh, holding the quarry and cement plant accountable to environmental regulations and aiding the public’s understanding of and access to the state, federal and local agencies that have jurisdiction over the site.  Learn more
  • Bus Rapid Transit on El Camino Real -- In 2010, Valley Transportation Authority (VTA) proposed a Bus Rapid Transit (BRT) project for El Camino Real, from San Jose to Palo Alto. VTA’s preferred design would have reduced car traffic lanes from three to two in each direction using the median lanes for buses only, in an effort to reduce bus travel times on the corridor. As a member of the Policy Advisory Board convened for the project, Supervisor Simitian raised concerns about the project's estimated cost of $233 million and its impact on traffic, all in pursuit of uncertain increases in bus ridership decades in the future.  Learn more

  • Airplane Noise -- In 2015, as a result of the FAA’s implementation of the Next Generation Air Transportation System, South Bay communities began complaining that aircraft noise levels had increased dramatically. The Select Committee on South Bay Arrivals, convened by local members of Congress in spring 2016 and led by Supervisor Simitian, solicited input from the community and experts, and issued a report with 47 recommendations to mitigate noise. The FAA has implemented some of the recommendations; others remain in process. One of the Committee's major recommendations, to establish a permanent forum to address continuing aircraft noise issues, came to fruition in February 2019 with the inaugural meeting of The Santa Clara | Santa Cruz Community Roundtable.  Learn more
  • Help Where You Need It: Social Services in North County and West Valley -- Supervisor Simitian led the County in keeping a Social Services Agency office open in Mountain View so North County clients would not have to travel to San Jose to receive important benefits like Medi-Cal and CalFresh. To further improve local access to social services and resources, Supervisor Simitian promoted assigning County eligibility workers to North County community non-profits a few days each week and sponsored funding to convert an RV into a Mobile Pantry that brings groceries, necessities and a case worker to seniors, disabled, and low-income residents in Saratoga, Los Gatos, West San Jose, Cupertino, Mountain View, Los Altos and beyond.  Learn more
